Job Description:

Responsibilities

  • Manage multiple large, complex software projects simultaneously.

  • Communicate effectively with stakeholders to achieve consensus on requirements and design decisions.

  • Provide detailed oral and written updates to business owners, IT leaders, and management.

  • Analyze and revise flowcharts, process maps, and technical documentation for current and future systems.

  • Provide consistent updates to executive management on project status, risks, issues, and mitigation strategies.

  • Lead requirements-gathering sessions to define system functionality and operational processes.

  • Coordinate resolution of requirements gaps and technical design issues with business and vendor teams.

  • Review and contribute to change request development for ACA-related systems.

  • Support development of technical requirements and oversee their implementation.

  • Conduct data analysis, profiling, and reporting for large datasets.


Mandatory Requirements

Experience: 15+ years
High-level technical design experience including architecture decisions, standards, tools, platforms, and large-scale system component interactions.


Required Skills & Experience (Must Have)

  • 84+ months managing large IT projects $100M+ with regular engagement with executive stakeholders.

  • 84+ months working on ACA IT implementation (e.g., NYSoH Marketplace) with eligibility determination and automated enrollment components. (Note: Not healthcare claims processing.)

  • 84+ months supporting ACA or Medicaid change request development (design review, technical requirements, solution support).

  • 84+ months analyzing and developing ACA or Medicaid business & operational processes.

  • 84+ months writing complex SQL, stored procedures, triggers, functions in DB2/Oracle for large multi-terabyte environments.

  • 84+ months data interrogation, analysis, profiling, and generating executive-level reports.

  • 60+ months managing projects and supervising staff. PMP preferred.

  • Bachelor’s degree in IT, Computer Science, or related field.
