Job Description:
Job Title: Lead Consultant – Technical Security Risk Assessment & Penetration Testing
Overview:
Seeking an experienced Lead Consultant to lead a large-scale cybersecurity initiative for the DHHS Privacy & Security Office. This role will oversee technical security risk assessments and penetration testing across 100 counties, ensuring consistent, high-quality execution and effective risk management.
Key Responsibilities:

Design and lead technical security risk assessments and penetration testing activities

Develop standardized assessment methodologies, tools, and reporting templates

Manage and coordinate the technical assessment team, schedules, and deliverables

Assess county IT environments including servers, endpoints, networks, firewalls, IAM, MFA, VPNs, vulnerability and patch management

Identify, analyze, and communicate security risks and remediation recommendations

Translate complex technical findings into clear, non-technical language for executives, CMS, and stakeholders
Qualifications:

Strong technical background in cybersecurity, risk assessments, and penetration testing

Proven leadership experience managing technical teams and large, multi-site initiatives

Hands-on knowledge of enterprise infrastructure and security controls

Excellent communication and stakeholder management skills
